  The owner occupiers who have moved in BedZED for ethical and environmental reasons feel that the potential of the development is being jeopardised by the actions of others, mainly those who have moved there under the affordable housing programs and those housed in the development by the council. These tensions and dissatisfactions between the residents do not have to be neglected because the main principle on which bedZED has developed its philosophy of life is through the idea of a community that cooperates together to reach visible targets in reduction of energy consumption and the sharing of a sustainable lifestyle.


     

BedZED

Rosie, a fictitious residents action committee (Responsible Owners and Savvy Intellectual Environmentalists) will give a voice to these concerns. Rosie isn't simply a faceless organisation; she has character, she is a cantankerous, bigoted, self-righteous, middle class hippy. Rosie's aim is to impose her opinions and values on all of the residents, thus fostering a sense of community and common purpose. The audience she wants to speak to is the internal one within bedZED: it is an auto-referential dialogue connected with the idea of a closed and self-sufficient community like bedZED once aimed to be.

Rosie follows military techniques in her campaign, including shared responsibility for the actions of the individual and creating a self-montoring and self-policing society. For these reasons, Rosie has to be considered the main character of this story because she begins with an action, provoking a reaction of the residents with her intervention. She is a voice, a voice of disappointment.

Rosie's campaign will provide an interesting portrait of the contrasting values and attitudes of the bedZED residents.
